Description of the Bug: You cannot speak in local voice chat whilst sitting down as a dispatcher

How to reproduce the Bug: Go as dispatch
Sit down in the dispatchers office
when the map is open, try to speak, or answer 911 calls

It's especially problematic when 911 calls come through

This have been an issue for years but I'm pretty sure devs are looking for a way to go around this.
