Suggestion Title: Make cash registers only placeable near storages.
Suggestion Description: Treat cash registers like chests. Make them only placeable in close proximity to a storage chest that you have access to.

Why should this be added?:
Right now, people are flooding bazaar and storage with items for sale, despite not owning, or having access to any shops in the vicinity, leading to low quality storefronts, and a lot of builds that are blatantly breaking rule 3.9.
This solution would make it difficult for people who don't own or have permission to use properties around bazaar from building shops there, assisting the enforcement of rule 3.13 via gameplay changes.
It would stop people selling at suburbs storage, which is absolutely not allowed.

What negatives could this have?:
- Not being able to quickly do secure trades with cash registers, potentially leading to more scamming.
- More demand for bazaar shops

What problem would this suggestion solve?: People selling items in or around shops without having permission to do so, basically just enforcing rule 3.13 properly.
Awful people selling crap at storage, which is also against rule 3.13

I agree with this suggestion, good idea. It's annoying having 2-3 tables cluttering the foot paths with people peddling baseball bats and scam casinos

This would serve as a sort of self-enforcement for when staff members are not online to remove the recent homeless stands appearing, and honestly just prevent it altogether.

While I do agree that Bazaar can get pretty hectic, I really enjoy seeing some shops set up in unusual places, such as people selling items near City Hall, Bank, Beach, out of the back of their van, or even in gas stations for example.
But I entirely agree seeing people set up shops in Bazaar to the point it is significantly overpopulated, I feel like there might be some room for something a bit more specific written in the rules to avoid people over-populating a certain place.
This may be an unpopular opinion from me, just thought I'd add my bit, as some of the more "RP" focused stores can be pretty cool, with them being no where near a property storage.

The rules should be enforced better.
Staff should do something when they see it, instead of waiting for someone to report them.

This removes some of the passive roleplay aspect, and we already have too many rules regarding IC behaviour and functions.

Don't make more rules. Enforce the rules better.

That is correct. Too much micro management will just completly ruin the rest of the passive rp we have left.

I disagree with this, if a player wants to make a hot dog stand at city parking lot we are in no position to prevent that.

Players can still do that. This idea can actually help market not be dead, since people would now buy a market stall for necessity instead of convenience to spawn the register.

It wouldn't

It could potentially increase the use of the shops on the walkway but the Market Stalls are inconvenient as they are on the complete opposite end of the map.

Whenever I'm looking to purchase, i like to hop around the shops to see generally the better prices and what everyone is actually offering on sale. I would definitely not drive across the map to a market stall just to save $200 on a crowbar though and I'm sure the others feel this way too
