Suggestion Title: Mayoral Job Overhaul / Rework.
Suggestion Description: Allow the Mayor to do more in the City besides fishing and driving around or causing City Hall raids.

Why should this be added?:
- Let's face it, being the Mayor is EXTREMELY boring and is honestly more of a punishment than an actual engaging government job depending on what taxes / policies you set as mayor and your goals before / during your candidacy.

This is heavily inspired by Duke Dukerson's previous suggestion; https://perpheads.com/threads/the-mayor-job-could-use-some-tweaks.68290/ , but I doubt it's just him and myself who wants more engaging opportunities for the Mayoral job, especially since there has been more added inside of City Hall such as a room to hold speeches.

1. Allow the Mayor to craft; I know this has probably been verbally suggested over 100 times, but it really should be allowed if it isn't an absolute nightmare to script allowing only specific items to be crafted (Non-illegal; furniture, medical supplies, etc.) and either giving an error message or a void notification notifying the mayor that they cannot craft guns, gun components or any type of weaponry or illegal item, I don't believe this is unrealistic considering that elected officials in real life have hobbies, but this is up for debate.

1 cont. If the Mayor ends up being allowed to craft, I also believe that the Mayor should be allowed to order materials while on the job or not be completely barred from visiting the stores in person. (With the gun store / A'blaze it, it may be an issue since majority of the items are considered illegal / used for crafting weaponry.)

2. Adding Workbench slots inside of City Hall if there's enough room to do so because of reason 1 and it's continuation. (Although I do not believe it's the end of the world if this cannot be implemented because of space issues.)


3. Allow the Mayor to gamble; Elected officials are not barred from gambling, can it be extremely distasteful and in a real world would this be considered an extreme misuse of government resources? (Time and potentially money) yes, but since Perpheads is not completely realistic due to integrity and QoL in the server, I believe that the mayor shouldn't be barred from gambling or have it be an illegal activity; but as much as I would like the mayor to be allowed to gamble- this can also be countered by making gambling while on duty as the mayor a criminal offense under 4.4; misuse of government resources such as time being spent gambling. (I understand this would have to fall under a law suggestion but just playing devil's advocate here, especially since the idea of playing as a somewhat corrupt mayor has been thrown around before.)

4. I'm copying Duke Dukerson quite a bit here; but after an hour or two of being on the job and managing to stay alive, allow the mayor to host an event inside of the public press speech room via a prompt by clicking E on the lectern that would make a Mayoral broadcast to the city, once the press conference is held- allow special policies can be enacted. This would allow for much more engagement with other users as the Mayor and add a scripted use for the press conference room! (Unfortunately I cannot think of any ideas off of the top of my head + any ideas would have to be debated on for balancing.)

5. Allow the Mayor to commit corrupt crimes such as the potential of embezzling funds with very high risk; 10 years and 10,000 dollar fine, this is not unrealistic and unfortunately happens a lot more than you'd think in real life, and this would allow the Mayor some side income and add some sort of fun, although this would mean that 4.1 would have to be tinkered with regarding the Mayor and embezzlement- because it is against the law.

Going off of Torben Torben's idea; there could potentially be two forms of embezzlement- Minor and Major.

Minor Embezzlement – 5k to 15k per hour (Maximum $6,000 ticket or entirety of the money embezzled returned during that hour + 6 year arrest.)
Major Embezzlement – 25k to 50k per hour (Maximum $10,000 ticket or entirety of the money embezzled returned during that hour + 10 year arrest.)

With these both in place, they would still break the law of 4.4, but there could be an addition of their offences and the time and ticketing they would cost if the Mayor were to be caught by police, which I have added above.

As a previous Mayor main, it would be really nice to see some form of rework or overhaul of the Mayoral job to make it more engaging instead of just a job you go onto to lower the taxes for your friends or to raise the taxes and completely ruin the City.

With V6 and the new City Hall + rooms, I really do believe there is so much more potential for the Mayor to be an actually fun and engaging job.

What negatives could this have?:
- 1. I personally do not see any negatives with allowing the Mayor to craft legal items during their candidacy.

2. There could be potentially not enough room to add Workbench slots, this isn't the end of the world but it would mean more time spent outside of City Hall inside of a property or a Bazaar / Business shop.

3. I can see some Mayors abusing this to escape their KOS, but I don't believe this makes a difference since it has been abused before, the only difference this would make is that Mayors are allowed to gamble; if the Mayor hides in the Casino while they know they are being pursued then this still falls under 4.4.

4. None, besides more dwindling room for resources to be used which I know can play a big part in the deciding factor since V6 is already as detailed as it is that it would be preferred to use resources elsewhere.

5. I do see how this could potentially cause more of a workload on those who have permissions to edit the rules and laws and also potential balancing issues, but I do believe this should be considered since the idea of the Mayor being allowed to commit specific crimes has been thrown around before.

What problem would this suggestion solve?: I've already listed majority of them above, but to TLDR it; Mayor is an extremely boring job that leaves you quite dormant unless you play a horrible mayor because even if you do try to be active and engaging with the community, there really is not much to do besides drive around and talk to people or fish to put it simply, it's more rewarding and engaging to be a bad mayor than it is to be a good mayor; which I believe definitely needs to be changed and worked on.

The mayor is an incredibly boring job and most people just end up going AFK or sitting in a hicktown trailer with max tax. It really needs an overhaul in my opinion and this seems like a good way of going about it.
 
It would be cool if the mayor could act like a judge for certain situations to give them more interaction with the public.
 
I took the liberty of editing your original message and removing the parts that we are not implementing. However I do like the idea of giving more powers to mayors, things for them to do.

- I don't really see a problem with mayors gambling, I'll discuss it with other developers

- I would like to give use to the CH rooms, not sure how tho

- The criminal activity for the mayor raises multiple questions:
How will the mayor do it?
How will the police be able to track it?
What will be the impact for other players?

I do not want to simply give an extra layer of income to an afk mayor
 
I'd also add that the mayor should be able to drink on the job(which could also be potentially punished), it's really a needless limitation to RP(for Mayor, definitely don't remove that from other jobs especially cops, as they will probably go on a drunk rampage).
 
When I played Arma roleplay, the Police had certain objectives around the Map to maintain in order to get paycheque boosts. Perhaps the Mayor could have a similar system?

Make it so the Mayor has specific goals, things they must maintain that rotate on a timer similar to how the firefighter job works. Say, a problem that requires the Mayors attention crops up at the following locations;

- PD
- Hospital
- Fire Station
- Office
- Bank
- Bazaar
- Casino
- Car Dealer

And then make different types of situations!

Perhaps, like...

- Multiple question minigames where the answers can rotate based on information given, like an investigation

- Inquests, so again, like investigating corruption

- Giving Mayoral Speeches around Paralake regularly, could be interactable with a podium?

- Surviving longer as Mayor with higher tax levels slowly boosts base paycheque to incentivize risky gameplay and working with Secret Service?

- Perhaps Mayor gets a paycheque boost when PD successfully defends bank? Actually incentivizes them to fund the PLPD Better when it happens
 
I'll bump this old suggestion instead of making a new one on what is essentially the same topic.

Mayor and SS should be able to gamble. The current mayor kos system is binary, the mayor is at risk or they are not. Mayors that are at risk would already not be allowed to enter the casino under 3.9:

3.9 Being Chased​

You must try to escape from others realistically and only when you have a good chance of success. You must not turn police chases into shootouts when there is no need to. You must not hide from those chasing you in Peaceful Zones, and you cannot change, join, or leave jobs to avoid being chased.

Given that you have to inform the mayor of your intentions before attempting an assassination, there is a well defined point at which this is enforced.

For SS, the argument is contingent on the first, since the mayor can only be in the casino if no one is actively trying to assassinate them, the SS have nothing else to do. Might as well let them chill.

As a note, one thing with adding more policies is that the current system of selecting them becomes very inconvenient. This could be remedied by adding a search function or changing the layout of the HUD to divide policies into categories.
 
Not to say the job doesn't need a rework but I don't think we need to mix in breaking laws to job activities. It simply becomes messy for dealing with for everyone, especially when it gets raised to any kind of administrative status. We have in the rules that jobs should perform their duties to the best of their ability for exactly this reason. It's too hard to define the difference between "allowed" law breaking and what is just breaking laws for no reason. Even if there is defined ways that the law can be broken, I don't see it being necessary for improving how the job operates.

The main reason they're restricted from gambling is to avoid any notion that they are more focused on that than doing anything properly for the city. If we can add more responsibilities to the role of the job then the ban on gambling becomes moot as they should indeed be doing the proper responsibilities and gambling isn't just another thing to idly do while in the job.

Mayoral rework was a bit of a topic not long ago internally. However, we couldn't seem to come to a consensus on how many duties a mayor should be forced to participate in. As some mayors do a good job of engaging with the public and others, as mentioned, will raise taxes then go play hide and seek.

My personal feeling is there should be more they would be required to do. Though in some sense it is optional too. I can post my idea more in full if anyone would be interested in commenting on that. But as for now, I will just say breaking the law as mayor, while good in theory, I don't see it being a good addition to what duties and options they would have available.
 
I used to play on a server that had a good Mayor system. It was simple but effective at keeping the Mayor job engaging.

There was an overall "Economy" metric. This metric affected taxes mainly. If it was in the green, you were good. If it was in the red, you better hide. Every 5-10 minutes, a prompt would show up with a scenario and you had a multiple choice answer. Answer the prompt favorably and the economy would go up a few points, and vice versa if you give a poor answer. Some prompts had no favorable answer, so you had to pick the one that dropped the economy the least.

This added some strategy to the job and made sure that the economy wasn't always perfect. If you were a particularly experienced Mayor, you could keep it in the green all the time. If you didn't care or were malicious, you could keep it in the red. I think a form of this could work for perp. I am in no way saying you should add this system specifically, but it can give some inspiration towards how you guys rework it. Mostly strategy while introducing a little bit of luck would go a long way to adding some interesting dynamics, because even Mayors who have good intentions upfront may fall short in keeping the economy in good standings.
