I have installed CS:S, HL2, and also all perp content and my game still looks looks like black and pink Swiss cheese. Any suggestions would be appreciated.

Have you mounted the games?
If not: press the controller icon in your menu and select the games to enable it.
If not: press the controller icon in your menu and select the games to enable it.

Okay some more of the textures appeared. CS:S and HL2 didn't show up as available to mount. Probably because I don't own the games I downloaded the games when I was on my friend's account and switched back. Here is a picture of my game now.
So they're mounted now? I'm not sure if it works if you don't actually own CSS.

So I don't own CS:S or HL2. What I did was download them to my computer while I was on my friends account. Now my steam says they are downloaded but I obviously cant play them. What I mounted was any game I could, CS:GO, Portal, Portal 2, and TF2.
If CSS Isn't mounted it won't work.
