Suggestion Title: Moderate body armor for RTO's when police state is active
Suggestion Description: RTO's have light body armor without police state policy enabled, and patrol/Light TFU moderate, although, when police state is active both Patrol and Light TFU get heavy body armor and RTU stays with light. I think would be cool giving moderate body armor to RTU, when police state is active, to help out with the situations, since that policy is to increase the effectiveness of the PD equipment.
Why should this be added?:
-QoL for RTO's when police state is active and there is a lot of incidents going on.
What negatives could this have?:
-Dev Time
What problem would this suggestion solve?: Give fellow RTO's a chance to enjoy the police state policy when the mayor activates it, when something major is going on.
