need help with people wrecking my car

i was just in the game someone stole my car and they wrecked it so i did a report and the enforcer said that he refuses to ask the guy to give me the money back so im here to ask if the guy who wrecked my car is forced to give me the money since he wrecked my car. i cant just pay 40k everytime a random guy decides to steal my car

You could make a staff complaint on the Enforcer with Evidence and if somebody stole your vehicle and he wrecked it its against the rules so make an F6. But if one of your friends has keys to your car its not a Rule break its an IC Situation and you can also buy Car alarms at Ragnatech or order them via the delivery app on your phone so its harder to steal your car

You can buy some of these, they are called "Car Security Upgrade" and you can buy them for 500$ at ragnatech or order them from your phone. Using one on your car will prevent it from being stolen entirely.

Alternatively proving the guy is at fault for the tier and has to pay it is up to you. Car crashes can happen during normal gameplay without breaking rules.

The player is not required to pay back the money for the wrecked car. If he did indeed break rules to wreck your vehicle, you will most likely get refunded the money or have your car repaired.
I can recommend you to ask the enforcer why he is refusing the refund and if any rules were broken.
If you still disagree, you can submit a staff complaint.

Car security upgrades can be purchased from "Ragnatech" near the Casino. This upgrade will prevent people from being able to break into your vehicle, however it must be applied to your vehicle every time it is respawned.

As for why the Enforcer may have refused to force the player to pay for the damage, that could be because the player did not break any rules when driving, causing your vehicle to become wrecked. In order for the player to be punished and for you to be compensated in these situations, the player who stole your vehicle must drive in a way that is not within the rules. Most commonly, your vehicle will be fixed if the thief broke rules 3.15 or 3.22 whilst driving your car.
