Police Suggestion No place to spawn car

Suggestion Title: No place to spawn car
Suggestion Description: When PD garage is full, rather than having to ask over the radio 10-15 times for someone to move their car, make the parking lot outside (City Park Parking), a secondary spawn point for PD vehicles (only when PD Garage is full and this notification pops up "Cannot find a place to spawn your vehicle."

Why should this be added?:
- QoL
- In the case you cant get a car because garage is full, you can make it spawn in city park parking

What negatives could this have?:
- less spots for city park parking (shouldnt be too big of a problem, city park almost always has free spots)
- dev time

What problem would this suggestion solve?: Not being able to spawn PD cars when garage is full

I'm pretty sure you can take out your vehicle at the city hall when the police department parking spots are full.

It's a short walk, which might suck if you need to respond to something, but allows you to get out your car
