Suggestion Title: Number for stolen cars
Suggestion Description: Simply make it so if ploce find a stolen car they can contact the owner. Right now there pops up a warrant that has the infomation of the car owner and the car that is stolen make it so you can conntact them if thiere car is stolen cus right now you have to ask higher up to do it for you

Why should this be added?:
- Making lower ranking officer abel to call people who has gotten thiere car stolen

What negatives could this have?:
- Not realy other than new player cops might prank call

What problem would this suggestion solve?: Not being abel to cnntact owner of the car
