Suggestion Title: Overhaul of Observation Reports
Suggestion Description: I am proposing that there is now a scoring system for Observation Reports to give a better update on how an officer is progressing as right now, it's the same monotonous tone used in every OR with no real direction for the officer. I am proposing the below;
