People talking down government voice radio cannot be heard at a specific distance.

Description of the bug:
If you are within a certain distance from someone, you cannot hear them talk down government radio.

If someone talks down government radio from you at a specific distance away, you cannot hear them. The distance is between the point where people talking can barely be heard and the point where you cannot hear them talking. This is particularly troublesome during raids.

Another milder sub issue alongside this is people talking down government radio will be transmitting quieter if you are within talking range of that person.

How to reproduce the bug:
Stand at the distance from another government employee explained above and see for yourself.

I can't replicate this. It is likely due to the issue that voice hearing is only calculated when voice communication starts and you muting/unmuting your radio or moving in and out of "normal" talk distance. This is a game engine issue that we can't do much about. Feel free to create another report if you have a good video where players aren't moving or muting the radios.
