Topic: Pepper Spray Weapon



Short explanation (in notes):
- Add pepper spray to the game
- Officers can use it - Civilians can buy it at the safety shop OR craft it
- Reduces vision for the other person for 5 seconds

Detailed description (why should it become added/...):
Picture this - You are a civillian, and while walking in the underpass someone approaches you with a knife. You have your pepper spray, and a gun. You use the pepper spray, and the man is blinded long enough for you to run away without killing him. This would genearally decrease the amount of RDM. Also, this cannot be abused since tazers take suspects to the ground at long range. Pepper Spray blinds suspects within 2 metres for 5 seconds and takes a while to reload.

Optional additions:
- Add different strengths of pepper spray
- Pepper spray guns?
