Map Suggestion [Persistent Event] Randomized road obstructions.

Suggestion Title: Randomized road obstructions.
Suggestion Description: Once or twice a month, this event will trigger and randomly cone off random sections of highway and parts of low-traffic roads. The idea of this event is to create variety in map traversal that isn't excessively restrictive on mobility.

To achieve this, a mixture of RC themed road construction purpose static props / litter or roadside garbage will spawn. This can be triggered either on server restart or manually.

Most notably, the safest places to trigger this event where the effect on overall traversal would be minimized would be on the inner lane of the highways, oak hill road, clementine way / forest drive, gast pass, west street, sunset avenue, saint rock street & northbound puffer street.

Again, these are partial road obstructions, meaning that ideally at least 25% of the lane that is obstructed is still usable in the worst case scenario. With litter and the random assortment of garbage that might spawn, the road surface could very well be 90% usable.

In order to keep people from having jumpscare road obstructions with no prior information, City Hall will announce currently running road obstructions via SMS 5 minutes after joining the server. (Doing this immediately may end up falling on deaf ears as some players are AFK on join. A 5 minute grace period is likely to have the best effect)

Do note that specifically for highway obstructions, frozen static barriers placed in a fend-off position should be utilized to severely decrease or completely nullify tiering and wrecks.

Why should this be added?:
- Peeps has been looking for day / week long events, this feels like a passive enough event that it could very well add to the variety of RP the server sees on a weekly/bi-weekly basis. Perhaps even tying into player-engaged passive RP.
- If RC is tied into the event, they could also have the ability to cleaning up litter or roadside garbage with the vehicle parts remover tool to keep the streets unobstructed.

What negatives could this have?:
- The obstructions would, as the title says, obstruct or otherwise impede your travel.
- Some of the partial road closures could lead to- depending on their design and location -high-speed collisions and vehicle tiering, particularly affecting vehicles upwards of 3m+ the worst, and especially the Furai with its 160k T1 repair.

What problem would this suggestion solve?: This suggestion would remove some of the monotony of seeing the map in the same state every day, making the city feel even more alive: Like projects are being started and worked on, or people are actually living in this otherwise pristine location, littering and creating small protrusions in the road.

i like this, it reminds me of those roadside random events in ets2 and that's what kind of added life to the game, also it will make people drive more carefully which is always a good thing
 
I would love to see this actually implemented as i havent seen any passive events that would be on the same topic like this one. Having something new that doesnt really obstruct movement, nor impare gameplay in the game would be very nice and would make perpheads/paralake more realistic.

I am going to build a system like this into the map. It may not end up exactly like how this post describes, but there will be more random elements added to the map, and not just stuff for the roads.
