Short explanation (in notes):
-It would be stationary only used in police raids and road blocks
-Non Premium could use it
-Would have to wait for the Sergeant or Lieutenant to give permission

Detailed description (why should it become added/...):
It would be a good way to stop people and it adds a bit more realistic. Instead of SWAT responding all the time it could be SWAT and the Police K9 or different.

Well i think K9 units aren't good idea. First of all, NPC dogs or animals are just stupid and lagging enough to cause server crash.
Second one, K9 Units are mostly some SUV's and Heavy Police Vehicle ( SUV ) was already posted and accepted. https://perpheads.com/threads/heavy-police-vehicle-suv.3021/
