Program melts into the background

So this is somewhat of a difficult to explain issue I am having. Now and then some programs (which is mostly steam) melt into the background.

What I mean is that the program when opened shows up, however when I try to click on anything it doesn't work. I can even move the desktop icons in the background if I want to however I can't see the background icons.

Anyways a video for those that could not understand what I was trying to explain (which is reasonable).
(Sorry for the weird resolution)

The only way I have been able to solve this problem is to restart the program, which isn't a big deal most of the time but can still be very annoying.

Things I have tried:

1. Start PC without wallpaper engine
2. Only use 1 monitor instead of the 2 I am using right now
3. Switch to a second desktop and open the program there
4. Ctrl alt delete
5. Turning it off and on again

Well that's about it as I could not think of anything to fix the issue and that's why I am hereby requesting the assistance of the absolute best PC specialist. If you have any suggestions I would appreciate it if you could post them.

I had the exact same problem after I downgraded to Windows 7 after using Windows 10 for a eternity on my laptop, I never really found a fix for this so reinstalling your OS or using DDU to completly reinstall your GPU drivers would help as you got a new GPU. It could be possible that they're conflicting with your old drivers for some reason, Windows works in mysterious ways.
 
Thank you everyone who has made suggestions so far, I have found a workaround that is by no meens a fix but still much better than restarting the program everytime the issue shows up, it is also better than reinstalling Windows in my opinion.

What I do now is Right click the program that is having a stroke, click on minimize after that click on maximize then again on minimize and after that once again on maximize and it works for some reason.

I would still like to find a actual fix for this so if you still have a suggestion or two I would appreciate it.
