Propane tanks

Description of the idea:
Give the gas station NPCs the ability to refuel a propane tank for money.

Why should this be added? (pros):
- More use for propane tanks
- If you need to craft bombs you can just go ahead and make them with your empty tanks, refilling them to save money.

What negatives could this have? (cons):
- Propane tanks aren’t that much at all as is tbh
- You can already just sell the empty ones to the NPC
