Suggestion Title: Reduce Taxi HP
Suggestion Description: Reduce the Hit Points of all Taxis to a degree where any high speed, head on collision will wreck the car.

This primarily sprung to mind as to make those reports where a taxi head-ons another car on the wrong side of the highway significantly easier to deal with as it would consistently log the taxi drivers name in the same log at the same time he collided with another vehicle rather than going through alternative logs afterwards if the crash doesn’t occur. Bear in mind more often than not the Taxi in these scenarios is at full Health, whilst the car they collide with is not at full health, meaning the civilian car is significantly more likely to wreck than the taxi.

Furthermore, to prevent the misuse of the taxi job to run players over, drive into other vehicles, drive around shootouts or evade police, Taxi drivers cars having less HP would make a mistake like that significantly easier to counter. A taxi driver driving around the map splattering players on pavements will have a harder time doing so if his car wrecks after hitting a pedestrian and a wall at 50 mph.

Why should this be added?:
- Taxi job misuse counter.
- Better logging of taxi driver crashes through negligence.
- More incentive to drive safer as a taxi driver instead of Speedrunning to profit max.

What negatives could this have?:
- Taxi driver becoming a slightly but noticeably harder job as it means their car can wreck through negligence of other road users instead of themselves.
