My game crashed whilst I was basing in the Office building shortly after planting my drugs. I thought that I could just reconnect and my drugs will still be there however, steam servers were down. Here is a link to a forum acknowledging the crash:

Due to the steam server crash the game has trouble authenticating with steam hence the connection problem.
Here is the logs kindly given by @TinySlayer displaying that my disconnection was not recorded.
