Suggestion Title: Remove Bollards
Suggestion Description: The yellow metal posts that make the map very closed off are extremely limiting. It removes escape routes and rat strats that can be employed in high speed chases that can prolong a chase by allowing skilled drivers to gamble with their learned routes.


EXAMPLE
The bollards behind slums are removed. Now Criminals will be able to drive into the parking lot and drive down the stairs. Cops counter this by predicting it and going parallel down the road. This makes chases far more intriguing and strategical than just a game of top speed.

Why should this be added?:
- loosen up the hard codes restrictions so people can have fun
- if someone wants to VDM, they’re not going behind slums or in most places where bollards are.
- chop shop can be insufferable when you get a spot right next to police and or with one way out. Multiple of which can be fixed with removing bollards to open an unconventional escape route.
- make RTU more enjoyable by allowing criminals to get creative with their getaway routes

What negatives could this have?:
- weird bugs can happen launching cars if they get stuck at awkward spots and need RC
- bollards at bazaar protect people from being mowed down.

What problem would this suggestion solve?: Making the map more getaway friendly instead of extremely strict and linear. Fixing bad chop shop spawns that ends chases before they start and makes chases more fun.

I'm pretty sure that's the whole point and why they were added.

Also, V6 is being worked on so obviously, V5 will not be modified.
