Server Suggestion Reserved Slots for Chief Paramedics

Suggestion Title: Reserved Slots for Chief Paramedics
Suggestion Description: Adding reserved slots for the 3 Chief Paramedics.

Why should this be added?:
- I believe this should be added for EMS since PLPD has it, and I personally find that most times when EMS slots are full it tends to be newer EMS or unfortunately minges who take up the slots and can take up the slots for a prolonged period of time, while a handful of the ranks are left out of reserved slots I think the EMS chiefs should have them like PD has them.

What negatives could this have?:
- Use of Devs time.
- Could be a pain to code it since the EMS chief ranks are competitive / changing and not set and stone like PLPD chief slots.

What problem would this suggestion solve?: Not necessarily a problem but it can be a bit annoying to not be able to get on EMS when slots are full when I'm one of the chiefs, which could be a personal issue, but I feel like I've seen the deputy chief have the same issue as me.

I think it’s a good idea but I’m not too sure where the spots would be. Usually the most convenient spot for the vehicles to spawn is the carport area outside the side door of the hospital, it just would bother me a little that the reserved spot would permanently be an inconvenienced spot.

LOL i read “spots” for slots.

Eh I don’t know if agree so much anymore sometimes there is only 1 or 2 slot for medic and a lot of people use medic temporarily to level first aid.

Chiefs shouldn't be able to stop new players from playing the job but if they get an extra slot no one can access except them that's cool.
