Server Suggestion Respawn outside hospital

Suggestion Title: Respawn outside hospital
Suggestion Description: Like the title states, I think all respawns should be outside the hospital, kinda like the GTA games.

Why should this be added?:
I think it makes way more sense than city hall. I mean it's the same character that respawns, how did he get to city hall?

What negatives could this have?:
- None

It's a "new life" (see rule 3.5 New Life Rule) so this wouldn't really make sense as your previous character died.
The new one just arrived at the city.
