Respawning within an NLR zone

Type of bug: Something to do with lua perhaps?

Description of the bug: I respawned in an area where I had NLR, meaning I would lose health very quickly and break a rule unintentionally.

How to reproduce the bug: I died in the PD so I guess you have to be a cop to reproduce this, I can get a demo of this issue since I came back at later time after I had respawned so my shadowplay did not capture the whole thing.

There is code to spawn you at city hall, but I'm guessing all of the spawn points were full. I have added new ones that won't be used by civilians to reduce the probability of this happening.
