Suggestion Title: Restart 6.1 notice
Suggestion Description: When the server restarts and finishes doing so, anyone connected to the server in the 10 minute period after the restart will have a persistent message at the top of their screen notifying them that rule 6.1 is in effect.

"The server has recently restarted. Criminal activity is not allowed, and you must not continue any previous roleplay situations."

This message should disappear from the top of your screen after the 10 minutes is up, which will serve as a soft notification that crime is allowed again.

Could also add a countdown, to help people gauge when the grace period expires.

Why should this be added?:
- There is a surprising amount of people who happen to be online at the time of restart and are unaware that it's not allowed. Putting a notice on people's screens for a temporary 10 minutes can't really hurt and would serve to notify when activities can resume.

What negatives could this have?:
- Taking up screen space, which is already used by various other HUD elements from various other jobs and interface elements like organization invites or the F1 menu.

What problem would this suggestion solve?: This would help combat negligent or ignorant violations of rule 6.1.
 
People are expected to at least have read the rules in the rules page and that one is very simple to understand and remember, the screen space issue and just having random stuff on your screen is a large negative to me, if they could instead do some kind of pop up after joining within the grace period would be better for that problem.
Possibly could be good for people who join right after the restart and have no idea a restart happened, but those people are very unlikely to start doing illegal things ect within 1-10 minutes of joining.
And 99% of people know when the server restarts any other restarts are very rare.
If its implemented nicely I have no problem with it but the people who don't know about the rule that's their problem imo
 
Great suggestion, this would replace staff having to manually remind people over OOC chat that 6.1 is in effect.

You could also make it so that you can press a key which hides the HUD element to prevent it from taking up space. Maybe a small piece of text that says ''Press [key] to hide this''.
 
When possible, game mechanics should be used to prevent or dissuade rule breaking. This seems like an easy plus to me. If you don't like the idea of it being permanent on screen, have it pop up in chat like rule change notifications
