Main Idea:
Rework 911 phone calls for dispatcher

Full description of the idea:
Right now, if you call a dispatcher with your cell phone, he's aboslutely unable to do anything, he's not able to send units to incident, write a description for an incidents, he's not able to mute radio, he's just absolutely out of his power + people can very easily make fake 911 calls without dispatcher knowing it.

What do I suggest?:

-Be able to mute yourself from a phone caller so you can communicate with people on radio without him hearing you.

-Have a special button to communicate on 911 phone call (Rebindable button, probably C? It doesn't matter)

-Remake 911 phone calls for dispatcher so it doesn't take 1/4 of your screen, perhabs do something in dispatcher's window. Example how it looks like, when someone calls you now:

-If a person calls you for 20 seconds or longer, you get him automaticly marked on the map as an "Incident" with his phone number.

-Have a list of 911 phone callers which you can edit and write down descriptions for each of these (example: 294-7335 - Mostly false 911 calls and wasting dispatcher's time)


Why should it be added?:
Makes dispatcher's job much easier and more enjoyable

Have an option to not get 911 phone calls - Might be good, if you're more people playing as dispatcher at the same time.

Perhaps simulate the dispatcher wearing a headset and using some sort of VOIP software to make phone calls?
This could be in the dispatch menu, with a simple dial pad, call history and the current number calling with call duration?

Such software does exist in real life, it could look something like this:

I can see this working better than having your mobile phone out, plus it's more realistic as that is how most 911 dispatch centers work nowadays.
