Suggestion Title: Roxie's Diner
Suggestion Description: Allow for illegal basing in Roxie's Diner.

Why should this be added?:
- Gives people a reason to use Roxie's.
I haven't seen a single person use this building since v6 came out and it became ownable. Nobody wants to roleplay as a fast food, especially not in an area so far away from the majority of people.

-Gives another reason for people to stray from the majorly populated areas and use the map more to its fullest.

What negatives could this have?:
- People who base there have a gas station right outside, but i don't really see this as a downside.

What problem would this suggestion solve?: Gives purpose to a completely barren and unused building.

Just move it next to the Casino again. Im sure somebody would run it sometimes, if it wasn't located in the Afghanistan part of the map

I am more fond of this idea than just making it yet another PVP and basing-oriented building; we have enough properties with that purpose. I did see someone using it to Roleplay owning a restaurant, which was nice, but I agree the location may be its biggest flaw. In any case, I don't think that turning it into a normal base would do much good either. We also need RP-oriented locations.
