Suggestion Topic: 5.6 Kidnapping
Suggestion Description: 5.6 requires additional info as to when things count as a kidnapping, in the context of this thread it is primarily offering people car rides but actually misleading them in order to get their items.
It is currently only outlined in the mugging guide that you cannot do this https://help.perpheads.com/page/mugging-map

I am certain this also used to be a rule explicitly outlined in the past rules but I have no archive or evidence to back this up.
My suggestion is to clarify this further in the kidnapping rule.
Optionally, I believe we could also make an addition that states as to when it should be allowed to mug someone when you offer them a car ride.
This is because of a report that was opened today which left a lot of areas in the rules unsolved with some more info regarding clarity.
Basically, this is how it would look like with the optional rule addition if you are allowed to mug under the right conditions:
This does leaves some other areas unsolved e.g. as to what should happen if the person wanting a car ride is a rival so I think I should just point that out.
TL;DR=Outline in 5.6 that you can't mug or kidnap people you are offering car rides for as it's only in the mugging guide as of now.
Optional addition: Allow mugging if the person clearly tells you that they want to do crimes with you.
Why should this be added?:
-Clearly outlines that you cannot mug someone who wants a car ride with no other intentions. This is already not allowed but by clarifying it in the rules would help.
-In turn (if accepted) also allows you to mug someone who clearly communicates to you that they want to partake in criminal activity.
What negatives could this have?:
-More useless info in rules no one wants.
-We get an even lower reading score and overall clarity for the rules that were just rewritten.

- If you offer someone a car ride to another location with no other intentions by the other party wanting the car ride (partake in criminal activity) you cannot mislead them by driving to another place with the intention of mugging them.
- If the person who wants the car ride does outline their criminal intentions and plans to partake in criminal activity with you (e.g. raid, look for cars to steal) that was clearly communicated to you, you are allowed to mislead them and mug them in a suitable area for your own gain.
