What rule do you wish to Edit/Add: 5.6 Kidnapping
Your version of the rule:
Player(s) may only kidnap another player if it is absolutely necessary and benefits the player to such an extent that it outweighs the risks. For example if taking a hostage will increase the chances of the player escaping the police substantially then a hostage can be taken. Players should refer to rule 3.4 when deciding whether or not taking a hostage is appropriate and/or beneficial.
In other words remove the last part:
Kidnapping another player with the sole intent of mugging them for their items is not allowed.

Why do you believe this rule should be Added/Edited: Kidnapping someone should benefit you and I dont see how it will at the moment. When you kidnap someone you want the most out of it because the risk is not worth it
9.4 Unlawful Detainment: Felony - liable to 4 years maximum imprisonment and $3,000 maximum fine.

And to kidnap someone you need to threaten them so they listen to you

9.3 Threat of Physical Harm:
Felony - liable to 3 years maximum imprisonment and $2,500 maximum fine.

Which is 7 years and $5,500 ticket and maximum you can get for a hostage is $5,000 and its not worth it, when you can just mug him and get everything he has!

No. Lets not restrain it more than it already is restrained. Edit: this just limits to kidnapping, it'll never be done now and the amount of petty ARS will be cool. How will Slayerduck get his kicks now?!?!

The kidnapping part means gunpointing them into a car for the sole purpose driving them to forest to mug and tie them up. You can still mug the players you take hostage, you're not really kidnapping them if you're not taking them anywhere.

COMPOUNDING PUNISHMENTS

Officers are expected to not add up laws and not use maximum sentences unless in extreme circumstances.
