Suggestion Topic: New Rule
Suggestion Description: Add a limit to the amount of PD raids that a person can take part of per hour, for example the same as in rule 5.3 to limit them to only 2 per hour.

Why should this be added?:
- I have noticed while on duty as an officer/civilian that PD raids are constant throughout peak times. This rule could help lower the shear amount and allow officers to be able to conduct other duties instead of being stuck at PD 24/7 due to lockdown policies.

- This new rule would allow police officers to partake in more roleplay scenarios and actually being able to engage more with civilians without the threat of being taken hostage all the time and/or being shot.

What negatives could this have?:
- Could be hard to keep track of for staff members.

- Time to implement it and ensure it is being enforced.
 
This should be merged with the existing raiding rule, and limited to 1 per hour. PD raids are ridiculous as is, you don't stand to gain a lot from breaking into the heart of crime fighting. Often times, even a successfull pd raid can lead to one or more dead participants, which kind of defeats the purpose of said raid since you've just exchanged one person for another.
