Server Suggestion SCAMBans profile on right click of a text chat message

Suggestion Title: SCAMBans profile on right click of a text chat message
Suggestion Description: Currently when staff right click a chat message, we have a popup menu that gives us the option to blacklist or delete the message.

The idea here is to add a "SCAMBans profile" option to this mini menu, So we can quickly issue a ban.

Why should this be added?:
- Staff QoL
- Better enforcement of rules

What negatives could this have?:
- None

I think this should be added as it's easier to find someones scambans and not go through so much trouble within finding the acutal name or steamid
