Why Should This Player Be Punished:
This can clearly be evaluated as in breach of 3.4, because the person in custody performed the risky and dangerous actions (of driving a fucked vehicle on the highway) for little, disproportionate benefit. What I tell people when they do this is that they need to use the Car Dealer, who will transport their car safely and free of charge.
Adding insult to injury, the guy - having received a short jail sentence for doing it the first time, and hence having ignored my advice of getting to the car dealer - pulls his car up to the intersection in reverse right in front of the LT that had just arrested him for the exact same offense on the same day. On this second occasion, the accused sits in the middle of the intersection listening to the officers before trying to make off without any remote chance of escape.
The risk was completely unnecessary as the car can be claimed at the car dealer after say, a ride on the monorail, or a lift from @Tom Hill - for arguments sake; there is zero excuse for his actions, especially not for doing them twice, and there is also no excuse for attempting to escape the officers in pursuit.

- 2.1 Play Realistically - The actions taken were disproportionate and inappropriate.
- 3.4 Risking Life - The huge risk was not necessary at all as there are other much safer options. No excuse.
- 3.15 Vehicle Damage - The actions taken could have not only led to further damage to himself, but to his vehicle as well.
- 3.19 Evading Arrest - There was a sausagefest of officers boxing him in the first time, and he sat in the middle of the highway contemplating following the officers orders, then committing unrealistic evasion.
- 3.22 Highway Driving - Broke several traffic laws on the highway and unrealistically drove a deathtrap on it.
