Server Suggestion Setting to reduce rapidly flashing lights

Suggestion Title: Setting to reduce rapidly flashing lights
Suggestion Description: Add a F1 setting that, when enabled, will reduce the rate at which lights flash. "Reduce flashes"

Emergency lights are the focus of this suggestion. Instead of the strobing-like animation they have now, one side at a time would blink at ample intervals (1-2s) when the setting is enabled. (Or maybe one light blinks, the other one doesn't, and they keep alternating)

This is mostly about the ambulance, but all emergency lights are particularly uncomfortable to look at, especially when up close, such as from a driver POV.

This setting would also disable or seriously downgrade the Camera flash effect.

Any other rapidly flashing lights should be toggled along with this setting. I can't think of any others right now.

Why should this be added?:
- The current light flashing effect can cause discomfort, dizziness or even more serious reactions on some people.
- Accessibility.

What negatives could this have?:
- Different people will see same lights differently.

Having the ability to turn off light projections added to the F1 menu is ideal.

Or if that's not possible or hard to do due to mechanics I don't understand, the ambulance ELS should be reworked to not flash as rapidly as it is currently
