Type of bug: vehicle paint
Description of the bug: Smooth Metallic #000000 looks absolutely terrible, and nothing like it should. Even the difference between #000000 and #010101 is massive, and it only gets worse when you see that #000000 for every other paint job looks perfectly fine.
How to reproduce the bug: [Pick a car, any car, go to change the paint job, pick Smooth Metallic and set it to #000000

If this is already a known/reported bug then I'm sorry, but I didn't find any bug reports on this, and I also asked both @Super_ and @rogue if they knew about it

made this change ages ago in order to stop people from having overly bright colours on their cars which is why it puts it up to a lighter value so you cannot have pure black or pure white. This maybe seems like an oversight with candy metallic.
