Smooth Metallic #000000 is bad

Type of bug: vehicle paint

Description of the bug: Smooth Metallic #000000 looks absolutely terrible, and nothing like it should. Even the difference between #000000 and #010101 is massive, and it only gets worse when you see that #000000 for every other paint job looks perfectly fine.

How to reproduce the bug: [Pick a car, any car, go to change the paint job, pick Smooth Metallic and set it to #000000

If this is already a known/reported bug then I'm sorry, but I didn't find any bug reports on this, and I also asked both @Super_ and @rogue if they knew about it

yes unfortunately it looks like matte, i had this with a yellow colour once a while ago but i thought i just made a mistake

IIRC :stephen: made this change ages ago in order to stop people from having overly bright colours on their cars which is why it puts it up to a lighter value so you cannot have pure black or pure white. This maybe seems like an oversight with candy metallic.
