Suggestion Title: Soundproofing and faraday cage for Police transport vehicles
Suggestion Description: This is an addition for the recent-ish added Ford police transport. This could also be an option for the unmarked Transit as both are capable prisoner transports, giving them a better reason to use them.

People inside the back of the transport vehicle should have their voice range drastically reduced, only those inside the vehicle may communicate or hear each other. This should reduce or counter people constantly screaming "10 toes" as they're being transported to the PD.

They should also act as a faraday cage. All calls will go as "This call cannot be completed and dialed" instead of constantly ringing their phone which gives a sign of life to whoever is ringing them.

Why should this be added?:
-Less chance of someone screaming 10 toes to enact a PD lockdown which is annoying for everyone to deal with.

What negatives could this have?:
-Unrealistic?

What problem would this suggestion solve?: Reduces the amount of PD lockdowns by people constantly screaming 10 toes as they're being transported, especially once they arrive near the Police Department.

I dont really think its that unrealistic, like sounds isnt supposed to just phase through metal, if anything yelling in the back at all just shouldnt be possible almost like using org chat with NLR is diabled. But I dont know how feasible it would be to develop for just 1 or two vehicles to have to make new mechanics that make sound function different could be tough unless you like force people into whisper in the back or something

Vans are quite frankly useless as of now, very slow and terrible at driving - So a feature like this would actually bring the van more attention as well
