Most poultry is vaccinated against such diseases. It’s a responsibility for such owners to ensure their poultry is adequately vaccinated against such diseases, and in many places this is law.

Not yet, the law isn’t passed. Hopefully they at the very least allow existing owners to keep them.
 
In all seriousness, if you owned a pet duck, could you just say you're a duck farmer? Will you need a minimum number of pet ducks for it to count as a farm? If so, how many?
