Description of the bug: Can not spawn the SWAT van while theres an unmarked traffic vehicle
How to reproduce the bug:
1. Spawn unmarked car (assuming its spawned by another officer)
2. Try to spawn the swat van
Time stamp(s): Happened today, I tried twice when someone had the unmarked out.
