Short explanation (in notes):
- Add in a sponge to clean up blood from murdered people.

Detailed description (why should it become added/...):
It's annoying that the blood stays there for such a long time when you kill someone and for some people it might even lagg.
Using the sponge cleans up the blood and it makes it easier for criminals to clean up the blood from their enemies that they've killed.

Optional additions:
- Add a water bucket to wash the sponge and/or clean the sponge

There is no way to clear decals in an efficient way in a certain area, all decals are cleared at once.
