This post is a response and as far as I see it an improvement on @blobvis 2.0 his idea.
I like the idea and see where you are coming from however I think this will not be the solution for our problem. What I suggest is something else:

Main Idea:
Giving every prop a value rank.

Description:
So right now you have a limited amount of props lets say 50. Just to give an example. For every prop I place I lose one prop slot. So when I place 5 concrete barriers I will still have 45 props left to place. This is a lot, however, the same rule applies for smaller props like wooden planks. If you want to make a stair (like @blobvis 2.0 did) you are gonna need at least 10-15 wooden boards. The point I am trying to make here every prop hase the same "value". However, you need way less concrete barriers than wooden boards to build a nice base or passive RP creations.

The solution for this problem is to give every prop his own value.

So for example;

So if we have a maximum of 50 prop value. This means you can place way more wooden boards than concrete barriers. Because wooden boards are way more used in passive RP than, concrete barriers that most of the time have as main goal defense. This will greatly improve passive RP and at the same time, it can not be abused by people who only place the props for base defense. Unless they are very creative and will build a wall with chairs.

Pros:
  • Better Passive RP
  • Better Passive RP buildings
  • No abuse
  • Does not need staff to control it.

Cons:
  • If you want to add this idea its gonna take a lot of time and effort. (You are going to save time on the long terms)
Let me know what you think. I know it's a BIG idea. But it might be worth the effort.
