Why Should This Player Be Punished: Basically, I was doing my normal raiding people thing and I raided regals 5 as usual. There was a guy inside and I ordered him to get on the floor and drop all his items ect and it goes on. He was stalling so much and I barely got his items. His friends magically knew he was in trouble and everytime I would give him orders he would take up to 1 min to do them. I then ordered him to lock the door by untying his hands. Instead he decided it would be best if he opened it for his friend and then "Magically" ran back to get his shotgun. Keep in mind at the time his legs were tied so we're talking some legit Chris Angel shit right here. So he basically ignored orders under gunpoint (3.4), Stalled the situation, somehow managed to let his friends know that he was being raided (possible metagaming), and ran around while his legs were tied (3.6 was it?) Unfortunately I don't have footage of the stalling part, but this is all I can provide.

Additional Comments: Also the demo starts a bit late because I forgot to type stop in console, but anyhow at that time he was complying, the rule breaking comes later. If you want to check whether I tied him or not I'm sure you could see the logs. By the way his friend "Jimmy" walked in while the situation was happening so he possibly was contacted too.

He used org chat under gunpoint/while tied, we can see this because he uses it after dropping the book of law/shotgun for you. This is strictly in violation of sections 2.1, 3.3 and 3.4 of the rules.

It's ludicrously difficult to work out from the logs whether he had more stuff on him, and certain stuff will not show up, so we will have to assume that he dropped all of his possessions.

Finally, he managed to swing a door open while tied by the legs, being dragged, and at gunpoint which was obviously contrary to what you told him to do; he moves with tied legs to pick up a heavy firearm. This is, again, in violation of section 2.1, 3.3, and 3.4 of the rules.
