Topic: Allow people to set a price and reason for ticketing a vehicle.



Short explanation (in notes):
-Open the player ticket GUI (reason and price)
-Keep the forced to pay mechanic

Detailed description (why should it become added/...): Right now, all tickets issued are 1k. This will also help prevent "ninja tickets"

I'm pretty sure we just didn't get round to doing this when we released the pedestrian ticketing, I've been meaning to push this forward for a while now. When I get back I'll see if I can get Fredy to implement this.
