I think the problem is mostly school. Like Jordan says this happens every year and we always pick up and recover. I do believe you are right in that bans get handed out too easily left and right and that the sentencing is way too subjective and excessive, this was a problem I fervently railed against during my time as staff. But I do not believe this is the issue with the lower player base.
Currently the server is at a lower playcount because of people being at school and aswell as it's summer, people like to enjoy the weather.
However one major issue is that people are always a bit inactive before a new update, they want to have a time off and then get back on to sit and play the game for 12 hours every day so that they can easily make money and buy the sickest stuff in the new update. I've been here for 4 years, same story every year.

I have got to agree with chadd. In the past we were getting max players and problem spending 20 mins - 1 hour just clicking join game to try and get in.
NOw we have added a lot of restrictions such as fully whitelisting the PD and with the addition of many rules which are ruining fun.

Sorry but why the childish introduction to the post if you're trying to raise a genuine point?
Anyway, what's your solution, we stop banning people? I think the community would much rather have an enjoyable playtime rather than a load of people ruining everything. As already mentioned, this exact point gets brought up every single year around Christmas time and just before summer, most community members have other commitments such as school and exams, as soon as holidays hits the server booms from July to August.
Please don't pull stats out of some random orifice.

Did you even for a second consider to act relatively mature when writing this post? "The german one forgot his name" how do you expect anyone to listen to your sob story, or take you seriously, when you have a shorter memory span than a goldfish.

Another thing that could explain the low playcount is because what I have witnessed there is starting to be an increasing amount of people on at night. Maybe 2:30AM+ Because tbh all everyone does on perp is raid or be raider. That and fill the bazaar area with fucking casinos. People come on late at night for easier raids and a lot more peaceful growing. I know @Shokron13 has fucked up his beauty sleep atm xd jk no dumb rating pls and he likes to raid late at night mainly because there is less cops to deal with. I feel the same way tbh. Now I myself dont grow a lot anymore but in my personal opinion I would come on late at night to grow. Basically my point is. More and more people are coming on the server late at night because its less aids. I mainly come on after midnight and stay on for 3-4 hours. (Which is one of the factors which boosted my reason to apply for enforcer back in the day)And there tends to be less staff online at those times which kinda makes perp a bit smoother? The only staff member I have seen online late at night recently is @Racxes and I truly love him for it. He is very fun and smooth and always likes to gives a soft verbal warning and announce when its time to "play serious" (Which is what I think all staff should start doing tbh) 
But this is all my own opinion and although that may not matter I just thought it was worth saying.

The server isn't dying Chadd, you got banned and your feeling a bit sad about it.

I can fully agree with you CHADD this community is slowly dying with more well known people leaving and amazing staff members resigning. This community was an amazing community back in august 2016, everything was in order and amazing. Some of the new staff members don't know what they are doing at times and can issue some very unfair bans and when we dispute or sometimes apologise for our bans nobody cares and realises that what they are doing has a serious effect on this communitys playerbase and reputation. I hope every staff member reads this and fully understands what us users have to go through in this community. We're all sick and tired of this and it would be amazing if things with this community can be turned around to what it was like back in 2016. On new years day this community just went to shit with the new staff going crazy and well known and amazing people leaving the community.

There is only one "German one" amongst us
However, I remember this exact time last year, where I thought the server was dying. Was the same in 2015 too and in 2014. Give it until the start of August, and there will be threads complaining that there's not enough space on the server.

Please please please for the love of God show some evidence to back up your points of the server dying. How exactly was the server all in order and amazing in August 2016? People leave all the time, we had some incredible members leave in December 2013... You say we're all sick and tired of this, what are we all sick and tired of?
Believe it or not, breaking the rules and having a volatile player history is what gets you banned, it's amazing seeing this trend, the people that seem to agree with CHADD here, bar a few people have got a real fancy ban record.
People seem to love a good ol' moan don't they.
