Suggestion Title: Toggle brakes when vehicle is stopped
Suggestion Description: When stopped, or at very low speeds (e.g. <2mph), pressing the brake key would toggle it, while also playing a short sound effect.
To reduce confusion for new users, the brake could be automatically released when the engine is turned on, or a tooltip could be displayed informing them that the vehicle won't move while having the brake on (if they try to move the car repeatedly).

Why should this be added?:
- Will make stopping on ramps easier, without needing to constantly hold space.
- Could encourage more people to park with the brake on, which would make ramming parked cars more difficult.
What negatives could this have?:
- Users could get confused as to why their brakes work differently when stopped vs. when moving.
- Users could get confused as to why their vehicle isn't moving (when the brake has been applied unintentionally, the sound effect could help with this).
