Suggestion Title: Top 3 Rivals
Suggestion Description: Add the top 3 rivals to not only combat, but to drugs

Why should this be added?:
- This should be added due to the fact that the whole reason the top 3 rival was added on combat was to stop zerg bases, however it can still occur from orgs that dont really combat

What negatives could this have?:
- none

What problem would this suggestion solve?: Stop zerg bases

I think it should extend to top 5 combat and drugs and also orgs shouldn't be able to collaborate during bounties as that ruins the whole anti zerg update and circumvents it entirely
