Suggestion Title: Turn the engine on on stolen cars with a ticket
Suggestion Description: Being able to turn a stolen car on with a ticket

Why should this be added?:
- Realism
- I dont have to pay my tickets

What negatives could this have?:
- More cars being stolen
- More bazaar dweller tears

What problem would this suggestion solve?: my diminishing funds due to tickets

Yes very good suggestion! This is also very realistic? If I alegedly steal a volkswagen passat 2003 1.9 tdi. I would stop and think about my unpaid ticket! I would speed off so I could crash and hit a family of 4 on the road

Since a car alarm costs nothing, this shouldn't really be a negative I guess

Thing is though... There's already an insane amount of people with unpaid tickets driving in cars, by bypassing it in various ways such as their friends turning on the car. Yes the tickets stack at jail, but not when you get pulled over and get a ticket.

No other system than not being able to drive cars forces players to pay the fines. This would just increase the already insane amount of people stealing cars and getting away with unpaid tickets.
