Why should these players be punished:

1. Mayor Jack Wolf broke 3.24 by speaking out of character using voice and 3.20 by leaving the server in Police Custody.
2. Secret Service Robert Marrow broke 3.24 by telling me to "check the rules" and 3.4 and 4.1 by failing to comply with my commands under gunpoint risking his freedom from imprisonment and further by stopping in the Highway.
