Police Suggestion Update academy server marksmanship to match the main servers

Brief description of idea:
Marksmanship, despite not being listed, is still in effect on the training server.

What benefits would this idea have for the department:
TFU applicants not doing backflips controlling their recoil due to having 1 marksmanship.
What potential negatives could this have for the department:
None

If I remember correctly, I think the Sync with the main server is broken.
@Samuel any chance this could be implemented quickly?

The training server has the exact same code as the live server, meaning no marksmanship difference for players.

and there has never been a sync.
