Suggestion Title: Warrants for Corporals
Suggestion Description: Give Corporals the ability to make Search Warrants and Arrest Warrants if no higher ranked Officer is on duty.

Why should this be added?:
- for situations that require warrants without an on duty Supervisor.
Examples:
Property owners are actively wall banging behind closed doors.
Suspect has clear DNA proof of murder and needs a Warrant on them.

- Corporals should be experienced enough to judge whether or not a Warrant is justifiable in situations where a higher ranked officer cannot decide for them.

What negatives could this have?:
- Possible wrong Warrants, though a corporal should be experienced enough to avoid this.

What problem would this suggestion solve?:
- Not being able to get into a property with property owners actively wall banging (I've had this happen to me a couple times)
- Making sure that people who have clearly murdered receive punishment.

In my experience, many corporals lack the experience to do this without making wrongful or overall just bad warrants, not recording what occurred, why its been set etc, in addition to this, the bar for entry for Corporal is significantly lower then Sergeant which essentially just boils down to "Can you lead a scene decently and are you not a complete moron" In addition to this, it only really happens when its either stupidly late at night or stupidly early, quite rarely does it occur anymore at peak times/ when a lot of crime is occuring.

Also yea, like Peak stated, you have the option to breach doors IF there is no SGTs or higher on duty at that moment, the moment a SGT+ comes on duty, you lose that permission to do so.
