Suggestion Title: Make shoutbox sanctions public
Suggestion Description: Shoutbox sanctions (bans and time outs) used to be public, that changed an amount of time ago. Make it public again.

Why should this be added?:
- transparency in the staff team and how they hand out punishments
- so we can see whos banned

What negatives could this have?:
- people might use it to bully people
