I've genuinely never seen anyone use the city hall market stalls. How come? Some people just set up their own shops on the sidewalk outside the city hall.
How come nobody uses the market stalls?

I think its honestly because people barely walk past market stalling ever, and city hall practically everybody passes eventually.

Fair enough. But it is in the city centre tbh, where most people spawn.
Ye, but people at the same time never goes there, I fx never even glimpse at it, unless im renting one for storage xd
cuz you cant pull out guns from storage there, u would need to drive to subs, trunk the guns or put them in a chest, and put the chest on a pickup and drive back to the stalls to be able to sell them. So selling stuff there is limited to food, bandages/stims, rare items / premium tokens. and thats quite much it
That wasn't the question, can't pull out guns when setting up stores at City hall either lol, it's people who typically sell premium coins etc.
Because people are used to buy from bazaar and everyone understands that if you open a shop at market stalls it will get no profit

I did suggest the gun thing get changed but V6 will likely fixed perma full bazaar

Aside what everyone else has said, it's just placed in a really inconvenient spot on top of it all with no direct parking to it. Even if one person set up a shop at the market stalls, most people would still go past it to go to Bazaar where you will have an abundance of shops with a higher likelihood of getting what you want.
