Suggestion Title: Main street traffic lights
Suggestion Description: Use a detector to change the phase of the lights quickly when there are no vehicles waiting, as there was in the v5 main intersection.
In fact, these lights don't even have pedestrian crossing, I see little point to them existing while intersections with more dangerous conflict (shady tunnel and city highway interchange) are not signaled

Why should this be added?:
- Reduce unnecessary wait time
- Less red light running
- No changes to the road layout

What negatives could this have?:
- Added complexity to the map

What problem would this suggestion solve?: These lights often have a long wait time causing a lot of people to run them, I have even seen high-ranked police officers run them without lights

I totally agree with this, I sat at that exact traffic light for 1.5 minutes just because of how the lights are setup.

This would be great but it may require changing the layout of the gas station entrance and streets, I don't know how feasible that is because the map is near its limit iirc. @peeps will know if its possible
