In terms of how they are enforced/what their principles are, only two have changed slightly:
4.2 Paramedics and Firefighters has been changed so you can now also park the full-size firetruck in sensible, non-crowded areas and wait to be called out. Before, this was only allowed with the ambulance, and if you were using the full-size firetruck you had to stay at the Fire Department.
5.2 Forced Withdrawals has had its wording changed slightly. Before, it said you could only force players to pay back for damages if they were due to negligence. This didn't make sense as, if you were in a car crash for example that caused damage to your car, the person who caused it might've actually done it intentionally. We've changed it to 'You can also force players to pay for damages that were their fault'. This means you can now do it, regardless of whether those damages were caused intentionally or by negligence.
Apart from the two above, the rules all have the exact same principles. They have just been rewritten to improve readability by using simpler words, shorter sentences, less syllables, and so on, as well as change the perspective of reading to 'you' to make it easier to follow.
